Cam Williams looked sharp on his return from injury on the left-hand side, from where the hosts went close to opening the scoring through Zak Coxon.
On the half-hour mark, good work from Daniel Majekodunmi created a chance for Cian Powney Wain, who fired his shot straight at the goalkeeper.
The visitors from Japan went ahead in the 50th minute when a cross from the left was turned in at the back post.
A last-ditch block denied Coxon an equaliser shortly before Gamba Osaka doubled their lead by flicking in a corner at the near post.
As Liverpool pushed for a route back into the game, Lenix Conde headed fractionally wide and La'more Lee Forrester had an effort deflected into the side-netting.
