The Reds duo were included on the 30-man list of contenders announced by the Confederation of African Football on Thursday.
Salah made 51 appearances for Liverpool last season, scoring 31 goals while providing 16 assists, and inspired Egypt to the final of the Africa Cup of Nations in February.
He was named the Professional Footballers' Association Men's Players' Player of the Year and Football Writers' Association Footballer of the Year and won the Premier League's Golden Boot and Playmaker of the Season accolades.
Keita, meanwhile, notched 40 appearances as Liverpool won the Emirates FA Cup and Carabao Cup trophies, reached the Champions League final and finished second in the Premier League.
Former Red Sadio Mane, who last week moved to Bayern Munich, is also shortlisted.
