The Reds identified Frimpong as the successor to Trent Alexander-Arnold, who will leave the club at the end of his contract on June 30, and have moved quickly to secure the signature of the Netherlands international.
Leverkusen have been keen to resolve the situation as they continue to search for a successor to head coach Xabi Alonso, who is expected to join Real Madrid, and the existence of a £30m release clause has expedited the deal.
Frimpong had made it clear he would jump at the chance to move to the Premier League champions and with personal terms now agreed, the versatile Oranje defender is close to becoming the first transfer of the summer for Arne Slot and sporting director Richard Hughes.
